The British Industry Competitiveness Scheme (BICS) is a UK Government initiative designed to reduce electricity costs for energy-intensive industries. Recent policy updates have significantly expanded the scope of the scheme, increasing the number of eligible businesses across UK manufacturing.

What is BICS, in simple terms?

BICS is a proposed scheme being consulted on by the UK Government to support industries that are:

  • Highly exposed to electricity costs
  • Operating in internationally competitive markets
  • Vulnerable to rising energy and policy costs

The scheme is intended to reduce certain non-energy cost components on electricity bills for qualifying businesses, helping UK industry remain competitive during the energy transition.

The scheme works by removing a proportion of non-energy costs (NECs) from electricity bills for eligible businesses.

These typically include policy and system charges such as:
* Renewables Obligation (RO)
* Contracts for Difference (CfD)
* Feed-in Tariff (FiT)
* Capacity Market costs

While BICS provides meaningful cost relief for qualifying organisations, it does not address wholesale energy pricing or wider market volatility. A structured procurement and energy management strategy remains essential.
