RECENT UPDATES
The Government has announced an expansion of BICS, increasing eligibility from approximately 3,000 to over 10,000 UK manufacturers. This is intended to improve international competitiveness, although full implementation is expected from 2025.
..........................................
Energy costs remain a major pressure for UK industry.
The British Industry Competitiveness Scheme (BICS) is a UK Government initiative designed to reduce electricity costs for energy-intensive industries. Recent policy updates have significantly expanded the scope of the scheme, increasing the number of eligible businesses across UK manufacturing.
What is BICS, in simple terms?
BICS is a proposed scheme being consulted on by the UK Government to support industries that are:
- Highly exposed to electricity costs
- Operating in internationally competitive markets
- Vulnerable to rising energy and policy costs
The scheme is intended to reduce certain non-energy cost components on electricity bills for qualifying businesses, helping UK industry remain competitive during the energy transition.
The scheme works by removing a proportion of non-energy costs (NECs) from electricity bills for eligible businesses.
These typically include policy and system charges such as:
* Renewables Obligation (RO)
* Contracts for Difference (CfD)
* Feed-in Tariff (FiT)
* Capacity Market costs
While BICS provides meaningful cost relief for qualifying organisations, it does not address wholesale energy pricing or wider market volatility. A structured procurement and energy management strategy remains essential.

Why BICS matters to your business
- Reduce long-term electricity cost pressure
- Improve budget certantity during volatile markets
- Support investment planning for growth, electrification, or decarbonisation
- Protect competitiveness against overseas operatiors
However, potential benefits will depend on:
- Sector classification
- Electricity consumption profile
- Existing contracts and procurement strategy
- How the scheme is implemented
This is not automatic, and it’s unlikely to be simple.
